What units does the pallet API use?

Inches and pounds. A 48x40 deck is length 48 and width 40. A Euro deck is about 47.2 by 31.5.

Why is the layer count short of the height I sent?

The calculator holds back 8 inches of maxHeight for the deck before it counts layers.
